Nah, they're all guys. And let's see, where to start...

Barbos was collecting a bunch of blastia cores. The guy who stole the one in the Lower Quarter was working for Barbos, so naturally we ran into him. He also kidnapped one of the potential heirs to the throne, though we saved him. Barbos tried to start a war between the guilds and the Empire, and he probably would've succeeded if Flynn hadn't jumped in. Barbos also built a giant tower. That was supposed to help him take over the guilds somehow...?

[...He was way more focused on fighting Barbos, everything just kind of went in one ear, out the other.]

Anyway, he fell to his death from that tower.

Ragou was the magistrate in charge of Capua Nor. He used a blastia to make it rain eternally and insisted no boats could leave the harbor. If the citizens couldn't pay their taxes, he'd take their kids away and locked them in his basement with monsters. The people who were being taxed had to hunt a beast called Rhybgaro to get its horn to hopefully pay off their debts, and it wasn't exactly a pushover. In the end, he used his political standing within the Council to get his charges dropped, but he ended up dead so I guess it doesn't really matter.

And then Cumore... He was one of the knights, the kind of person that really gives them a bad name. He only cared about the rich and anyone who didn't have money or status was just a tool for him to use. He tried to get us killed for "kidnapping" Estelle, but even worse was what he did to Heliord and Mantaic. In Heliord he took over the city and promised nobility to anyone willing to work, then refused to give them breaks and worked 'em to death down beneath the city. We managed to run him off, but then he went to Mantaic and took over there, this time sending people out into the desert to search for Phaeroh without proper supplies or preparation. Everyone who wasn't being shipped out was locked in their houses.

He ended up falling in quicksand and dying, so at least no one has to worry about any of those three anymore.
